Chair of GMSVN, former Deputy Chief Executive of CLES
Until recently Matthew’s day job was Deputy Chief Executive of the Centre for Local Economic Strategies (CLES), the UK’s leading think tank and research organisation dedicated to local economic development. Matthew has spent much of the last 12 years undertaking work around social value, particularly in relation to public procurement.
He has worked with Manchester City Council to measure the impact of their spend and embed social value into their procurement processes; and worked with the Greater Manchester Authorities exploring the social value generated by suppliers. He has also worked with 11 cities across Europe on embedding social value into the procurement processes of municipalities and other anchor institutions.
Matthew chairs GMSVN meetings and conferences and seeks to steer the direction of the network with the other steering group members.
